Plaintiff challenged the validity memo issued in July that stopped new applicants to the Deferred Action for Childhood Arrivals program.

The government was ordered to start accepting new applications in June, but Wolf refused to do so.

Outcome: Judge Garaufis entered judgment in favor of Plaintiff invalidating the memo issued by Wolf fining that Wolf was not legally serving as the acting secretary of homeland security when he issued a memo in July that stopped new applicants to the Deferred Action for Childhood Arrivals program.
