Description: Civil rights, 42 U.S.C. 1983, claims by Walter Moore, age 52, and Mark Carter, age 38, who claimed that they were wrongfully imprisoned for more than eight years for killing oilfield worker Jerry Tobias. The plaintiffs claimed that police officers concealed evidence and the prosecution used perjured testimony to secure their convictions. The convictions hinged on a witness later charged with perjury. In addition, hundreds of previously undisclosed documents were found in 1996 at a police station in northern Michigan.
