Jim has appeared twice before the United States Supreme Court in Washington, D.C. to present oral arguments on behalf of Illinois law enforcement officers in the cases of Albright v. Oliver, 510 U.S. 266 (1994) and Buckley v. Fitzsimmons, 509 U.S. 259 (1993). Jim currently serves as co-counsel to the Illinois Association of Chiefs of Police, and recently submitted amicus briefs on behalf of the Illinois Chiefs to the United States Supreme Court in the important cases of Illinois v. Caballes, 543 U.S. 405 (2005), and Illinois v. Lidster, 540 U.S. 419 (2004).
