Qui tam is a provision of the False Claims Act (FCA) that allows private citizens to sue the government on behalf of those who have defrauded it. The term "qui tam" comes from the Latin phrase qui tam pro domino rege quam pro se ipso in hac parte sequitur, which means "Who sues on behalf of the King as well as for himself".
In a qui tam lawsuit, the whistleblower, also known as the relator, files a complaint in the United States District Court. The complaint must be filed in camera and remain sealed for at least 60 days. The Department of Justice can investigate and decide whether to join the action. If the government wins, the relator receives a share of the recovered funds, typically between 15% and 30%.
Qui tam lawsuits can be filed for a wide range of fraud, including:

Healthcare billing irregularities

Abuse of disaster relief loans
Kickbacks
False statements
Upcoding

The statute of limitations for filing a qui tam lawsuit is the longer of six years from when the fraud was committed, or three years after the government knew, or should have known, about the violation.
