Relator indicates that he filed the Notice of Intent because he intends to seek review of the trial court's denial of his “Second or Subsequent Uniform Application for Postconviction Relief.” Relator also asks for the appointment of a Louisiana Supreme Court justice to sit on the panel conducting the review, “due to the unusual and bias (sic) actions of the 23rd Judicial District Court.”...
