Urbana, IL - The United States of America charged Emmett J. Rogers, agte 47, with child sexual exploitation and child pornography.

Defendant a prior sex offender was sentenced for child sexual exploitation and child pornography.

On Dec. 12, 2019, Rogers pleaded guilty to the charges that he exploited a minor in October 2018, to engage in sexually explicit conduct and produce images of the conduct. Rogers also admitted to transportation and possession of child pornography. According to the affidavit in support of Rogers’ arrest, Rogers was identified through cybertips sent by Google to the National Center for Missing and Exploited Children.

Assistant U.S. Attorney Elly M. Peirson represented the government in the case. The Decatur Police Department; the Illinois Attorney General’s Office Internet Crimes Against Children Task Force; and the U.S. Immigration and Customs Enforcement, Homeland Security Investigations conducted the investigation.

18:2251.F SEXUAL EXPLOITATION OF CHILDREN. On or about 10/12/18, in Macon County, Illinois, Defendant knowingly used a minor to engage in sexually explicit conduct for the purpose of producing a visual depiction, knowing said depiction was produced and transmitted using interstate and foreign commerce, in violation of Title 18 USC Sections 2251(a) and (e).

On or about 10/17/18, in Macon County, Illinois, Defendant knowingly transported and shipped child pornography and transmitted using interstate and foreign commerce, in violation of Title 18 USC Sections 2252A(a)(1) and (b)(1).

On or about 10/29/18 and 11/22/18, in Macon County, Illinois, Defendant knowingly transported and shipped child pornography and transmitted using interstate and foreign commerce, in violation of Title 18 USC Sections 2252A(a)(1) and (b)(1).

18:2252A.F ACTIVITIES RE MATERIAL CONSTITUTING/CONTAINING CHILD PORNO. 18:2251.F SEXUAL EXPLOITATION OF CHILDREN. On or about 6/11/19, in Macon County, Illinois, Defendant knowingly possessed cellular telephones, computer processing units, and other digital storage materials, containing images and video of child pornography, said images being transmitted using interstate and foreign commerce, in violation of Title 18 USC Sections 2252A(a)(5)(B) and (b)(2).

Outcome: Defendant is committed to the custody of the Bureau of Prisons for a term of 270 months. Said term consists of 270 months on each of Counts 1-5 and 240 months on Count 6, to be served concurrently. Following release from custody, Defendant shall serve a life time term of supervised release. Said term consists of life time on each of Counts 1-6, to be served concurrently. Defendant to pay $3,000 restitution. Defendant to pay a $100 special assessment on each count; totaling $600.
