Kansas City, MO - Bryce Masters sued officer Timothy Runnels, City of Independence and TASER International on civil rights violation theories claiming that Runnels wrongfully tased him during a traffic stop in 2014. The incident was records on a body camera video made public.
Runnels was charged with and convicted of violating Masters' civil rights.
